He has been General Coordinator of the Latin American Laboratory for the Evaluation of the Quality of Education (LLECE) of UNESCO, and Director of Studies of the Centre for Educational Research and Documentation (CIDE) of the Ministry of Education. Director of the University Institute of Human Rights, Democracy, Culture of Peace and Non-Violence (DEMOSPAZ) of the Autonomous University of Madrid (UAM) and Director of the UNESCO Chair in Education for Social Justice of the UAM. Professor of Research Methods and Evaluation in Education at the UAM, Coordinator of the research group ‘Educational Change for Social Justice’ (GICE). He holds a degree in Mathematics and Education Sciences and a PhD in Education Sciences. He has 5 sexenios of research and transfer recognised and more than 200 published articles. In Google Scholar more than 25,000 citations, an h-index of 84 and an i10-index of 246, in Scopus 1,750 citations and an h-index of 26, and in Dialnet metrics 2,896 citations and an h-index of 28. P99 in the Area of Research Methods and Diagnosis (nº 2) and P99 in Education (nº 4/7208 in total citations and nº 3 in citations in Education). In ResearchGate 6,665 citations and an h-index of 46. In Web of Science 1,314 citations and an h-index of 20. He has participated in 37 research projects funded in national and international competitive calls, 25 of which as PI. He has supervised 31 doctoral theses. Principal Investigator of the ‘Network of Excellence’: Research Network on Leadership and Improvement in Education (RILME) funded twice consecutively through the State Programme for Scientific and Technical Research of Excellence (EDU2017-90606-REDT and EDU2015-70036-REDT). He has worked as an expert consultant in Educational Research and Evaluation in different Latin American countries -Mexico, Panama, Bolivia, Peru, Dominican Republic and Brazil-, and with different international agencies -UNESCO, OECD and Convenio Andrés Bello-, among others. In recent years he has focused his research interest on ‘Education for Social Justice’. An example of this is his participation as PI in five consecutive projects funded by the Plan Estatal I+D+i: ‘Resistencia transformadora en las escuelas. Counter-narratives in education for social justice’ (PID2021-122310NB-I00), “Democracy in schools as a basis for education for social justice” (EDU2017-82688-P), ’Schools in socio-economically challenging contexts: An approach from Social Justice Education’ (EDU2014-56118-P), “Schools for Social Justice” (EDU2011-29114) and “Educational Leadership for Social Justice” (EDU2010-18224). For 20 years he has been researching on Quality, Equity, Improvement and Management of Education, work that is reflected, for example, in the books: ‘La investigación sobre eficacia escolar’ (2005, Octaedro), ‘La mejora de la escuela: Un cambio de mirada’ (2002, Octaedro), ‘La dirección escolar: análisis e investigación’ (1999, CIDE/MEC), and has managed to exert a notable influence especially in Latin America. Of particular note is the development of a Model for Improving School Effectiveness (with Creemers and Stoll), as well as the ‘Investigación Iberoamericana sobre Eficacia Escolar’ (2007, CAB).
